What it means: The host refused the call because a resource it depends on (most commonly disk headroom) is below its safety floor.

Likely cause: The operator's own capacity, not anything about your call -- the payload deliberately carries no host numbers (request_id identifies the exact event in the server's own log for the operator).

Fix: Retry later; if it persists, report the request_id to the support channel below.
